Who should pay?
The Covid pandemic brought an increase in the number of people leaving populated areas to enjoy the great outdoors. Regrettably, far too many novices ventured into the wilderness without a clue as to what they were doing, which resulted in search and rescue crews having to expend resources to locate and assist those who got in over their heads. Several states have passed laws that require those needing emergency assistance as a result of stupid or negligent behavior to pay for at least some of the rescue expenses.
